Biography

Rose Marie Wong is counsel at AHALI Dispute Resolution LLC, specializing in international dispute resolution. Over the past ten years, she has gained experience handling complex commercial and investment arbitrations as counsel and as a tribunal secretary.  She has been actively involved in cases administered by ICSID, ICDR, PCA, CPR, ICC, LCIA, and JAMS.  In addition to her arbitration work, Rose Marie has also handled U.S. court proceedings in connection with arbitral disputes, particularly enforcement actions, petitions for discoverable materials, and motions to intervene in pending United States court cases.

Rose Marie also maintains an active pro bono practice by representing individuals facing violations of their civil rights and organizations advocating for policy change. She has represented Outright Action International with regards to its amicus curiae brief before the Inter-American Court of Human Rights and assisted clients with submitting amicus curiae briefs before the United States Supreme Court, the United States District Court for the District of Columbia, and the Supreme Court of New Jersey.

Rose Marie is a graduate of Villanova University Charles Widger School of Law. While attending Villanova, she served as a research assistant to John Y. Gotanda with regards to his work as an arbitrator in Crystallex International Corporation v. Bolivarian Republic of Venezuela, ICSID Case No. ARB(AF)/11/2, and Michael McKenzie v. Vietnam, UNCITRAL (1976).

Following graduation from law school, Rose Marie spent nine years as an associate at Dechert LLP in its International Arbitration and Litigation practice groups before joining AHALI Dispute Resolution LLC.

Academic Activities

Rose Marie is an Adjunct Professor at Villanova University Charles Widger School of Law, where she teaches International Investment Law. Since 2024, she has also coached Villanova's team for the Willem V. Vis International Commercial Arbitration Moot.

Rose Marie received her Bachelor of Arts degree in English and History (summa cum laude) from the University of Scranton in 2012 and her Juris Doctor degree from Villanova University Charles Widger School of Law (magna cum laude) in 2015.

Professional Activities

Rose Marie is an active participant in her legal community. She is a member of the Asian Pacific American Bar Association of Pennsylvania’s Board of Directors and has held several officer positions during her six-year tenure on the Board. She is a current members of the Philadelphia Bar Association, and has served as a member of the International Institute for Conflict Prevention and Resolution’s Diversity in ADR Task Force and Arbitrator Disclosure Task Force.

Rose Marie is admitted to the bar in Pennsylvania and the United States District Court for the Eastern District of Pennsylvania.

Sector/Industry Experience

Rose Marie’s sector and industry experience includes energy, mining and quarrying, life sciences, intellectual property, and information technology, among others.

She has specialized experience representing clients in the information technology sector, regarding the Internet Corporation for Assigned Names and Numbers (ICANN) and its governance of the domain name industry. She has represented clients in relation to various ICANN-specific accountability mechanisms, including Documentary Information Disclosure Policy Requests, Reconsideration Requests, and ICANN’s own international arbitration process: the Independent Review Process.

Jurisdiction Experience

Rose Marie has provided legal advice in disputes under international law and the laws of a number of civil and common law jurisdictions, including Bangladesh, Croatia, Philippines, Saudi Arabia, England and Wales, several states of the United States (New York, New Jersey, California, District of Columbia, Massachusetts, Texas, Virginia, Maryland), and United States federal law (including the United States Bankruptcy Court for the Southern District of New York).

Investment Arbitration

  • The Republic of the Philippines in a UNCITRAL arbitration regarding investments in the oil and gas industry, captioned Chevron Overseas Finance GmbH v. The Republic of the Philippines, PCA Case No. 2019-25.

  • MOL Hungarian Oil and Gas Company in an ICSID arbitration captioned, MOL Hungarian Oil and Gas Company v. Republic of Croatia (ICSID Case No. ARB/13/32), in which claims were asserted under the Energy Charter Treaty for the unfair and inequitable treatment and expropriation.

  • A South American State in an UNCITRAL investment dispute with a foreign mining company relating to the reversion of mining assets to the State.

  • An Investment Firm in an investment dispute regarding the development of a European State’s energy sector.

  • An Energy Company in an investment dispute with a European State regarding its investments in the State’s oil and gas industry.

  • Afilias plc in multiple ICDR arbitrations regarding the .WEB top-level domain, captioned Altanovo Domains Limited v. ICANN (ICDR Case No. 01-23-0003-2351) and Afilias Domains No. 3 Limited v. ICANN (ICDR Case No. 01-18-0004-2702).

  • Dotgay LLC in its dispute with ICANN regarding the .GAY top-level domain.

  • Dot Music LLC in its dispute with ICANN regarding the .MUSIC top-level domain.

  • DotConnect Africa Trust in proceedings before the Califnoria Court of Appeal regarding its dispute with ICANN regarding the .AFRICA top-level domain.

  • Amazon.com, Inc. in an ICDR arbitration regarding its dispute with ICANN regarding the .AMAZON top-level domain, captioned Amazon EU Ś.A R.L. v. ICANN (ICDR Case No. 01-16-0000-7056).

  • Dot Registry LLC in an ICDR arbitration regarding its dispute with ICANN regarding the .INC, .LLC, and .LLP top-level domains, captioned Dot Registry, LLC v. ICANN (ICDR Case No. 01-14-0001-5004).

United States Domestic Proceedings

  • A South American State in relation to several Section 1782 petitions for discoverable materials submitted to different United States courts.

  • Individuals from the entertainment industry in a multi-million dollar employment contract dispute before the New York courts.

  • The Innocence Project in multiple efforts to protect and strengthen individuals’ Miranda rights through the submission of amicus curiae briefs.

  • Pinelands Preservation Alliance in multiple efforts to prevent the construction of a national gas pipeline through a protected forest area.

  • A pharmaceutical company in a CPR arbitration regarding the interpretation of a commercial supply agreement.

  • A South American franchisee in an ICC arbitration regarding the interpretation of am international development agreement.

  • A technology company in multiple JAMS arbitrations regarding the company’s intellectual property and license agreements with electronics manufacturers.

  • Assisted a party-appointed arbitrator in Crystallex International Corporation v. Bolivarian Republic of Venezuela, ICSID Case No. ARB(AF)/11/2, an arbitration over the right to explore and develop gold deposits .

  • Assisted a party-appointed arbitrator in Michael McKenzie v. Vietnam, UNCITRAL (1976), an arbitration over the development of a coastal resort.

  • Assisted a party-appointed arbitrator in an ICDR arbitration regarding a commercial dispute over the delivery of commodities by a subcontractor.

  • Assisted a party-appointed arbitrator in an ICC arbitration regarding a multinational energy dispute over an electric power system.

  • Assisted a party-appointed arbitrator in an LCIA arbitration regarding a dispute over the sale of natural gas.
